WB Will Not Apply Skins

I've installed WB 5 via SD Central. Appears to install fine. But will not apply skins, except for Windows Classic and XP Style, using either WB or Desktop properties. Always reverts to either of those when trying other any other skins.
What's wrong???

WindowBlinds version : WindowBlinds 5 (5.51 (build 97 x86))

WindowBlinds is installed correctly on this PC

WindowBlinds appears to be activated on this PC

(Dell 2005FPW (Digital)) 1 is attached to Radeon X1950 Pro
